Sergio is an actuary with expertise in three areas: foreign investment, administrative simplification, and statistics. For over three decades at the Secretaría de Economía of the federal government, he played a key role in the design and operation of the Registro Nacional de Inversiones Extranjeras and the methodology for compiling official statistics on foreign direct investment in accordance with IMF and OECD standards. He also spearheaded the simplification of the Registry and enabled electronic processing. At the then Comisión Federal de Mejora Regulatoria (COFEMER), he served as General Coordinator of Special Projects and oversaw the Unidad de Transparencia and the Registro Federal de Trámites y Servicios.

Sergio is one of the most experienced specialists in the country in terms of calculating and interpreting foreign direct investment flows and, at the same time, has experience that allows him to build data systems and design process reengineering and regulatory improvement strategies.
